The Excelsior Eagles Rover Scout Crew (EERSC) is a voluntary, uniformed, non-formal educational movement for young people. It is independent, non-political, open to all without distinction of origin, race, creed, gender, or ability, in accordance with the purpose, principles and method conceived by the Founder, Robert
Baden-Powell and as stated by the World Organisation of the Scout Movement.
The Rover Scout programme caters to the holistic development of students by providing mental,
moral and physical training so as to build discipline and character while instilling in them the ideal of service to community and country.
About Rovers
Rovers is a place for adults between the ages of 18 – 26 to socialise and build skills with other individuals, whilst partaking in numerous amounts of activities that scouting and the crew provides.

Mission
To help youth develop values and acquire competencies to become responsible citizens and capable leaders anchored on the Scout Oath and Law.
Vision
To become the leading youth training organisation, preparing youth to become agents of change in communities, guided by the Scout Oath and Law.
Aim
The aim of the EERSC is to encourage the physical, intellectual, character, emotional, social, and spiritual development of young people so that they may achieve their full potential and, asvresponsible citizens, to improve society.
Scouting achieves its aim through a system of progressive self-education, known as the Scout Method, the principal elements of which are:
– Voluntary membership of a group which, guided by adults, is increasingly self-governing
in its successive age groups.
– Commitment to a code of living as expressed in the Promise & Law, the meaning of
which is expanded as the member grows towards maturity.
– The provision of a wide range of attractive, constructive and challenging activities,
including opportunities for adventure and exploration both indoors and outdoors.
– The provision of opportunities for leadership and responsibility.
– Learning by doing.
– Encouragement of activity in small groups.
